In brief

  • Shivaan Asset Management supports one member of the consortium delivering the first phase of an enterprise-wide defence communications network modernisation programme.
  • That first phase covers the design of organisation-wide voice and data networking across terrestrial and non-terrestrial communication systems.
  • The engagement is systems engineering safety assurance for the fast-track and new-design systems.
  • It runs across four review streams: DFMECA, the hazard log, fault tree analysis outputs, and preliminary and detailed design system safety assurance reports.
  • Within the continuing programme, Shivaan Asset Management has delivered FMECA assessments, Reliability Block Diagrams for availability calculations, and Fault Tree Analyses for Probability of Failure on Demand calculations.

Project Overview

The project was initiated to plan and design the modernisation of an enterprise-wide defence communications network, delivered by a consortium in which our client, a Defence Contractor, is a member. The first phase of the programme covers the design of organisation-wide voice and data networking across terrestrial and non-terrestrial communication systems. Shivaan Asset Management Pty Ltd is contracted to support one of the consortium members.

Scope Of Work

Shivaan Asset Management has been engaged to provide our expertise in Systems Engineering, Safety Assurance, for the fast-track and new-design terrestrial and non-terrestrial communication systems.

Shivaan Asset Management has been engaged to provide support for:

  • Review of DFMECA
  • Review and Verification of various attributes of the Hazard Log
  • Review and Recommendations of Fault Tree Analysis Outputs
  • Development of Preliminary and Detailed Design System Safety Assurance Reports

Three of those reviews use terms specific to safety engineering. A DFMECA, or Design Failure Modes, Effects and Criticality Analysis, works through how a design can fail, what each failure would do, and how serious it would be. A hazard log is the controlled register of every identified hazard, its controls and its current status. Fault tree analysis works backwards from an unwanted event to the combinations of faults that could cause it.

Four interacting safety assurance evidence streams comprising DFMECA review, hazard log review and verification, fault tree analysis review and recommendations, and preliminary and detailed design system safety assurance reports, converging into integrated safety assurance evidence.
The four assurance work streams culminate in a single safety assurance outcome.

Work delivered to date

The wider programme remains under way. Within it, Shivaan Asset Management has delivered a connected body of reliability and safety analysis across the integrated communication systems. The FMECA and safety assessment outcomes informed the reliability block diagram and fault tree analysis work.

  • Delivered Failure Modes, Effects and Criticality Analysis (FMECA) assessments that informed the wider reliability and safety analysis.
  • Developed Reliability Block Diagrams (RBDs) for availability calculations.
  • Developed Fault Tree Analyses (FTAs) for Probability of Failure on Demand (PFD) calculations across identified hazards and top events.

These are work products delivered so far within an engagement that is still under way. They are not presented as final programme outcomes; the wider modernisation programme continues.

Frequently asked questions

What is Shivaan Asset Management doing on this project?

Providing systems engineering safety assurance for the fast-track and new-design terrestrial and non-terrestrial communication systems, supporting one member of the consortium delivering the programme.

What does the first phase cover?

It is the design stage for voice and data networking across the whole organisation, covering both terrestrial and non-terrestrial communication systems.

Which reviews are in scope?

Review of DFMECA, review and verification of various attributes of the hazard log, review and recommendations on fault tree analysis outputs, and development of preliminary and detailed design system safety assurance reports.

What is a DFMECA?

A Design Failure Modes, Effects and Criticality Analysis. It works through how a design can fail, what each failure would do, and how serious it would be.
